New Prepaid phone info

Android Central Question

If I buy a new prepaid AT&T smartphone with the Sims card already installed in it can I just use it with WiFi only or will I have to buy a card and have it activated first?
 
I moved this to the AT&T forum for more specific traffic. It might also help to know which phone you have.
