new problem adding apps to folders -- Jelly Bean

You can just go to the apps button, long press the background and make the folders there with no problems.
 
I fixed this same issue by going to Settings, Language & Input, Pointer Speed. I moved slider to far right. The icons and folders all behave now. No need to open/close et cetera.
 
Same problem with Oreo

This problem started happening recently.

Before this problem started, I could drag an app icon to a folder, see a blue circle around the folder and drop the app into the folder.

Recently I found that most of the time if I drag an app icon to a folder, the folder moves out of the way and I can't add that app to the folder.
If I keep trying, I can sometimes get the blue halo and drop the app into the folder. It is very erratic and inconsistent.

Could it be a setting? Could it be some app that I added?
The only odd app I am using is Widgetsoid which recently updated to a new version.

Do you have any ideas about what is causing the problem and how to fix it?
 
Problem solved Pixel launcher on the Google pixel c tablet is the issue. Installed Nova launcher no more app folder problems.

Come on Google. It's been 6 years and from Froyo to Oreo in this thread and this is still an issue. I can't seem to drop an app on a folder on my desktop for the life of me on my Pixel II XL. Everything just skerries out of the way no matter how fast or slow I move. I've even tried to half throw the app icon at the folder....no go. This shouldn't be happening on a stock device. Very poor user experience. :-\
