New Samsung Chromebook seems to be running too slow

Based on my recommendation, my mother just purchased a Samsung Chromebook, to replace her six-year-old Windows XP laptop. Now we are having second thoughts because of some technical issues. Certain websites, particularly those with a lot of pictures and flash animations, seem to load rather slowly. I am not sure if that is my Internet connection, which is sometimes slow, or if it is because of the Exynos processor, which I have read is slower than the Intel processors. One particular website that took a long time to load could be loaded quite quickly on the old laptop. Would this particular processor have trouble with some websites?

Another question concerns the Google Docs word processing app. Because of our often slow and sometimes inconsistent Internet, the off-line mode is very important. However, I would like to know if it is possible to always use Google Docs or Google Drive in off-line mode by default. Yesterday, it was extremely windy, which really affected our wireless Internet antenna, so our Internet speeds were very slow. Even though off-line mode was enabled, it still seemed to take a while to load Google Drive because it wanted to sync. It didn't seem to go straight to off-line mode because there was an available network connection. If she cannot get her documents to load very quickly, then this Chromebook is not going to work for her. Is this possible?

Samsung Chromebook 2 11.6 XE503C12. The Windows Laptop is an old Lenovo T61 with a Core 2 Duo processor.

The Exynos processor for the Chromebook 2 really ought to handle most activities without too much trouble, although reviews have described its performance as somewhat disappointing, when compared to some of the more recent Intel processors (e.g., the Haswell and Bay Trail line). But as with all Chromebooks, the performance will usually depend on the quality of the internet connection. What internet provider does you mother use?
