please delete. no longer care what Samsung does. leaving Samsung and using other app until I do.

Ah, OK.
For future reference it stores them as molecular bonded chanes held on the event horison of collapsed stars.
Outside the Notes app you can annayse NASA data and extract your notes. It is an easy process involving submitting filename, username and relevant metadata to NASA and waiting the normal 1,000 to 400,000,000 years for the radio telescopes to receive the information back from the star at the speed of light.
 
I have my 10+ set up to download PDF's from emails to the Samsung Note App. But if I want to attach the PDF to a new email, I'll be damned if I can find the PDF file very easily, if at all. Maybe that's what the OP was wondering.

At least for Gmail, I find them in the following folder:

(Start a new message)>
Attach>
My Files>
Documents>
Internal Storage>
...then choose the file from there.

EDIT: Same location for new notes made in the Samsung Notes app...
