Does jellybean have a task manager? 4.0 had one with the multi task key but 4.1 doesn't. Help?

The Recents key is still there... Fyi it's always been a "Recents" key, in ICS as well. It's a list of recently used apps, not necessarily apps that are currently running.
 
I know its been there but a task manager popped up with it as well on 4.0

That is Samsung's doing in Touchwiz. Swiping apps away will usually close them. A task manager is unnecessary. You can read here on AC why.

Just curious. I despise task killers however the s stock task manager on my Charge was nice to reset an app. Also is there a way to get my power controls into the notification bar??

Correct. Swiping apps away from the recents list just removes them from the list. It does not close the app.

I thought it depended on the functionality of the app? I was pretty sure certain apps could override the default of disposing of the main Activity, so things like Pandora wouldn't close. It's like overriding backing out of an app fully.

EDIT: Well, it functions as if the app was disposed of. Just tried it with the calender. Went to month view, then home, recents, swiped away. If it wasn't closed it should have reopened to the month view. It did not. However, things like the browser do not close. The same test, it reopened to my current tab and page, but had to rerender the page. Not sure what the "real" functionality is intended to be. But it should be like backing out of an app, it'll request to be killed unless it overrides that.
