New to smart fone Android. I can't find an app to create a contact list.

Looking in app store, I find lots of apps that want to sync to facebook etc. I don't want to sync to anything. I just want a contact app that I can enter my few measly phone numbers into so I can make a call. I can call my phone, but I can't make a simple phone call out to anyone because there is no app where I can enter in my small list of 20 or so numbers. I think there is supposed to be a 'people' app but it is missing. I just need to download an app that I can enter in names and phone numbers so I can make a call.
 
What phone do you have? "Contacts" have been a part of phones for a long time... even dumb phones have it. If you open your App Drawer, you mean to say you don't see a "Contacts" icon there?
 
Welcome to Android Central! Which phone do you have? In my opinion, the easiest thing to do is to enter your contacts into your Google Contacts website on your computer browser. As long as your phone is logged into the same Google account and it's set up to sync with that account, those contacts should be synced immediately with your phone's Contacts app. This also has the added benefit of keeping your contacts safe in the cloud, because if you only enter your contacts locally in the phone (i.e., saving them to the Phone account and not your Google account), then if something happens to the phone, you lose all of those contacts.
