Nexus 4 and refunding

I have an 8 GB Nexus 4 and I am starting to get annoyed with the camera defect (it was purchased before the end of December). My question is, can I still refund it? The condition is still pretty good. Also can I possibly get a 16GB by paying for the difference between the two, or get a new google device such as the HTC One by also paying the difference once the phone has been returned?

When you say camera defect do you mean there is something broken with the camera? Or you just don't like the resolution and software?

Those are two different matters. Broken = return. Wanting an upgrade for something that works = Caveat Emptor.

So far as I know you get an exact replacement for a return.

If you just want an upgrade, buy the phone you want from Play and sell the 8GB N4 to recoup some of your cost.

You're well beyond the 15 days Google gives you to return it for any kind of a refund. If your camera is actually defective, you can pursue replacement in kind through the warranty (but you'll get another Nexus 4 8gb). Otherwise, you'll just have to buy a new phone and sell your old one to a third party.
 
You'll likely have no problems selling it for a decent price if it is in good condition as you described. if you are not happy with it and intend to sell you might want to do it sooner rather than later and get something you will be happy with.
