Nexus 4 Emergency Calls Only No Mobile Network

Greetings, devs. I own a Nexus 4 and the mobile network seems to not work but it will detect the SIM. And in the navigration pulll-down, it says "Emergency Calls Only"? Why does it do this? I've googled and I don't have a cut down SIM or anything like tha. Do I need to unlock it? Is there an "Emergency Mode"?
 
Did it ever work with this SIM? Did you reboot the phone after inserting the SIM? Has the SIM been activated yet? Some carriers (like AT&Ts network) will not function until you activate the SIM card for a specific phone's IMEI number.

After a couple of Hard Resets it began to work again, thanks very much for your reply, though I appreciate that.
 
While traveling last week, I ran into the same problem.

I'm an AT&T Wireless customer and my Nexus 4 would suddenly go into "Emergency Calls Only" mode. It saw the SIM fine and I never left the state (only ~3 hours from home). Each time it happened I had to power cycle the phone to get it back on network. When it powered up and registered on the network successfully, I had 4-5 bars of signal on AT&T. Switching the radio off and back on didn't work, only power cycling it.
