Nexus 4 stuck at "optimizing app xx of 151"

I'm doing this from my wife's phone because mine will not start. I was looking at my phone and it was constant losing connection to the T-Mobile network. My wife's was not having the same problem so it couldn't have really been a problem with T-Mobile. Well after 5 minutes my screen went black and right phone shut off. It took about 10 minutes before it would restart. At first it was stuck at the floating Android symbols for 30 minutes. I restarted the phone and it started to... "Android is starting....optimizing app xx of 151". If I let that run to completion it changes to " Android is starting...Starting apps...". After an hour I came to the conclusion it wasn't going to start so I restarted the phone. This time it went to "Android is starting....optimizing app xx of 134". I let that complete and it ended the same way. Every time I restart the phone it alternates between these two without ever actually starting. Everything was fine until I updated the phone the other day to 5.1.1. It's there any resolution to this?

Can you get to recovery mode? Try doing a cache wipe. If that doesn't work try a full wipe and restore. If that doesn't work unlock your bootloader and flash the latest factory image from Google. If that doesn't work you're probably screwed.
