Nexus 4 Unlocked Question

When Google sells their Nexus 4 "Unlocked", is that just the SIM unlock or also the APN unlocked?

Need to know so as to know if it will work on my Consumer Celluar data network.

To the best of my knowledge, it's unlocked in both respects. You can hook it up to any GSM carrier and set up whatever APN you need for that carrier.

CC says they do not support phones purchased elsewhere.
