I have the same problem. I have an unrooted nexus 4, and after installing the OTA update of 4.4, my nexus is stuck on the 4 circles. What I heard is that you have to go to recovery mode, but when I do that is says 'no command'. I previously had stock 4.3 installed, which worked just fine. I have neither rooted nor unlocked my phone. Please help!

Follow the instruction here to flash factory image,

http://forums.androidcentral.com/ne...3923-guide-nexus-4-factory-image-restore.html

except to prevent your internal storage from being wiped do not type "fastboot erase userdata" when it say so and instead of typing " fastboot –w update image-occam-######.zip", leave out the -w to also prevent wiping.

If it still doesn't boot afterward, then you have to do a factory reset in TWRP, which will wipe your apps data, but will not wipe your internal storage (unlike factory reseting using stock recovery which wipes everything).
