How did you even get to that Users page in your settings? I don't see it anywhere on mine. Are you running stock?

As far as I know though, the multi-user functionality wasn't intended for phones, since it's not common for multiple people to share a phone like they would a tablet.

He must be rooted - Perhaps a module within Xposed Framework or a different ROM.
