Nexus 6 Recovery always on "Formatting /data..." in yellow text

Hi,

I have new Nexus 6 with custom Recovery and rotted, stock 5.1 ROM.

I was just setting the phone up for the first time, when I had to reboot. Upon reboot, I was informed that my data was corrupt and I would have to reset my phone.

The factory reset process took around 1 hour. Now, I can't boot into the ROM. I am stuck on the four bouncing around coloured balls.

Accessing the Recovery Mode, shows a Android robot waggling its ears. This remains seemingly permanently. Eventually I press Home and the Volume buttons. This results in a blank screen with only the words "Formatting /data..." appearing on the bottom left of the screen in tiny yellow text, as in the below image:

This last for a long time before the Recovery options eventually appear.

Any ideas? Have I bricked my phone?

New phone + doesn't work = have it replaced. Five minutes is the most I'd spend on trying to fix a phone I could get replaced.

Thing is, its new as in new from eBay. The phone was unopened and unused.

I assume your boot loader is unlocked? I would just grab the factory image and reload it. You already wiped your data, so there's no harm in it now.
