Nexus 7 (2012) not updating to Android 4.3, stuck on waiting to download screen

Hello,
I bought Nexus 7 (2012) brand new a week ago, I tried to update it via Settings -> About tablet -> System updates. There I see this message "Android 4.3 System Update, waiting to download 172.1 MB" and nothing happens on this screen no progress no downloading no feedback, just this message displayed I am seeing this message for many days and I stay on this screen with wifi on for long times but nothing happens.
I do not want to root or install this update via some custom methods. Please help me to update via official method.

My new N7 LTE is doing this as well right now. I am not really sure why.

I had to flash the stock firmware and then it worked.

Do you mind sharing how you have flash the stock firmware. I am new to this. I bought two of these both struck at X after upgraded to 4.3.

Use one of the Nexus 7 toolkits and use the option to restore to stock.
