Nexus 7 charging but icon remains at 0?

Nexus 7 charging but icon remains at 0%

I have just changed my Nexus 7 (2013) battery but the icon remains at 0% during and after charging. The battery is obviously charging as I am able to use it for at least 1 hour without the charger connected. Its as if the battery is failing to tell the processor what charge it has. Be grateful for some advice.

Try first a Power Off and Restart.

Has it always done this or did it just start that behavior? Anything in particular occur around the time it started to do this (new charger; OS update; etc)?

If you power it off completely and then charge it does the battery graphic approximate the correct charging level?

The only way I know to reset the battery statistics is with root, although you could try running it down completely (until it shuts itself off) and then charge it again.
