Nexus 7 double-counts MP4 files as both Images and Videos

Hi, I have a Nexus 7 2012 with 12gb storage. I got a warning that I was running out space and could not install the latest OS update. When I looked at what was taking up all my storage, I noticed that all my MP4 files were being counted both in the Images category and in the Video category. To be certain I wiped all my images, and then the total of Images being reported was identical to the total of Videos. I then deleted a single video of 1 GB and both Images and Videos totals decreased exactly by 1 GB. If I wipe all my movies, both my Videos and Images go back to zero.

This is causing my device to "appear" to be full because of double-counting MP4 files but when in fact there is no Images taking any space. My MP4 files are stored in the Movies folder. I am running Android 6.0.1. I have not modified the system in any way.

It is insane that due to a fault in double counting the OS is thinking the device storage is full. When I use ES File Explorer and go to SD Card Analyst, I can see what space each folder is actually taking, and I can see that the total of each folder added is NOT what is being reported under total "Used" space.

Any ideas on how to avoid this from happening?
