Nexus 7 reboots after 18 seconds

Hi, I have a Nexus 7 (2012) and I have following issue, it powers off and reboots after about 18 seconds of use.

When it powers on, I get the four circles swirling, then it gets to the logon screen. From there I can open it up and check settings etc, or just leave it on that screen, but after around 18 seconds it reboots.

Anything I change in those 18 seconds is reverted again the next time I get back in.
I am running Android 4.4.4, and it is unlocked and has TWRP loaded.

If I try flashing recovery etc, then it goes through the motions, but everything is unchanged on rebooting.
Am I missing something obvious?

Please help, while I still have some hair left!

Did you try uninstalling all apps and see if that works? If not try a factory reset. Seems the image you are flashing isn't sticking hence why nothing seems changed after reboot.

With only 18 seconds, it is difficult tp achieve much. Not many apps on it, I was using it more as a clock and slideshow device. It does seem that attempts to remove an app/change settings are unsuccessful in that it looks like the change is made on the screen, and you can return to the home screen, but then it reboots and when you get back in, it has returned to the original setting, just ignoring the changes you just made.
So it is not just the flashed image that is not sticking, no changes are. Is there some lock I have not turned off? Some "restore to default" I need to disable?
Normally I have no major problems doing this sort of thing, but the auto reboot really kills the chance to do much experimentation
