Nexus 7 tablet isn't recognized by PC (no where in device manager)

I've spent hours looking at all the proposed solutions (seems like a common problem) and none have worked. The only thing that comes up in device manager is "USB Controllers" which I have no idea if that relates to my Nexus 7 or not. I've tried all the usual suspects - switching USB cables, restarting both PC and Nexus, debugging mode, ensuring MTP is on, etc. Help!

Welcome to Android Central. Do you have developer options enabled on the tablet and USB drivers specific to the Nexus 7 installed on the PC?
 
I updated the ADB driver, but there is an exclamation point by it but when I try to update from devices the computer doesn't do anything. The ADB driver is listed under android phone and the nexus still doesn't appear under computer. I started the process of rooting when I realized that my device isn't even recognized.
 
oh and yes - developer options are enabled. I tried toogling that on and off along with MTP and PTP.

What os? If Windows 10, try safe mode. If you only have usb3 ports, try going through a usb2 hub.
