NFC and PayByPhone app for parking meters...?

I cannot get the PayByPhone app to launch with NFC for San Francisco parking meters...

I have NFC enabled in the system settings, and the PayByPhone app says it supports NFC which should automatically launch the app and presumably have some info pre-filled in relating to the specified meter...

I've touched the phone to the meter in every possible place and orientation. The meters clearly indicate they are NFC enabled. I've tried on a bunch of different meters..

Anyone gotten this to work?

i don't unfortunately live in s.f. but i went to the "pay by phone" website and it seems to have a lot of info on how to use the app and the meters:
