It appears that at this time only the LG G3 has this issue. The EQ is disabled. I believe it is not spotify but LG that disabled it. THe same software version on my Galaxy Tab 3 has the EQ and it works rather well and does not cause as much volume drop as the APP EQs cause.
I hope spotify and LG can workout whatever it was that caused LG to disable the feature.
