No longer can access SnapTo files via USB

When I plug a USB cable into my huawei snapto (g620), it used to ask if I want charge only, or use phone as a USB drive.
For some reason it no longer ask the question and defaults to charge-only. So when I connect the phone to my PC, I could not see/access the files on the phone.

Any idea how to fix this?
I could not find a setting to change the "charge-only" question setting for this phone. I found similar questions for other phones, but the solutions are different for different phones.

Welcome to Android Central! When you connect via USB and swipe down the notification panel, do you see a USB notification? If so, tap it and make sure MTP is selected.

If you don't see the notification, try a different USB cable. Cables can fail unexpectedly, and certain cables (that didn't come with a phone) might only be for charging, not data transfer.
