No Manual OTA?

Anyone know why we can not just download the ota and install it ourself? Every HTC phone I have owned have allowed me to do this. I have.downloaded just the OTA, placed it on the SD card and flashed. (not the full RUU) bizarre.

I have never seen this ever being an option. I know u can flash the full ruu but that will wipe your data. I would love to see this as an option I miss it from my blackberry days. But I have never seen this on any HTC phones.
