No notifications when phone is on vibrate?

I have noticed that if I put my phone on vibrate, I will not get any notifications. Is there a setting I am missing?

If you swipe from up to down on your watch it should have a screen reading Notification. Make sure it reads all (and is set to the bell symbol). If you go on your phone and open android wear and go to the three dots, and then choice the try notification options does the message go through to your watch and cause it to vibrate?

I checked all of that, tested the notifications and they work. I am am noticing it works sometimes and not others. Not sure what the deal is. I went ahead and checked the 'Mute phone alerts & calls' option to see if this helps.
