No PC connection

I have been unable to get my phone to see my PC and the other way around.'
When I plug it into my PC (and others) with my USB (several were tried) cable, the phone starts to charge, but I don't get the dialog box on what to do, Mount as disc, Charge only etc. and there isn't a USB symbol in the notification bar.
I tried several different batteries but still no go.

Anyjuan have an Idea?

Turn on USB Debugging... Menu.. Settings.. Applications.. Development.. Turn on USB Debugging. While connected to the computer... From the drop down menu bar... Select.. Mount as disc drive.
