No phone log

This is weird, but when I tap the phone icon to make a call, none of the other options that I get with, say, a missed call are on the screen. No call log, dialer, contacts or favorites. How do I make that bar at the top with the four icons appear on the phone screen all the time?

Here is the screen after a missed call, showing the four icons at the top. Since I prefer to make calls from my call log, I'd like this latter screen to come up when I hit the phone icon.

Issue Resolved

Solved my own problem. It was actually an issue with LauncherPro (the phone icon not working properly was loaded in the LP dock) that was fixed with the new update for the app.
