No Play Credit for two N7s, No Wallet installed either

I got one N7 in July and did not receive Play credit (did get other goodies). Called Google support and they opened a case which is still waiting for "specialist" to look at. My gmail account was brand new, created just before I received my N7. Also I put a valid credit number there. I have done manufacturer reset a few times without success. I am sure my account and credit is all fine so I have purchased some games from Play store. Also I have setup Wallet with N7 and got the $10 credit.

As my wife started to compete time on N7 with me so I bought another one a few days ago. And again, I created a new gmail with a new credit registered. However, I just got an email saying "Welcome to Nexus 7". No credit at all. My previous N7 has Wallet pre-installed (I am sure I did not install it manually) however, I cannot find Wallet in this N7 and seems it is not in Play store. Strange enough!

Maybe there is anything special during setup to get the Play credit? It is normal that no Wallet pre-installed with N7? or my N7 is 2nd hand one?
 
I find no Google wallet in my nexus 7 either. When I visit the Google play store and search for Google wallet there is no mention of whether it's installed or whether its compatible for that matter. Also checked for tablet updates now and nothing new so far.

Still looking for a way to get Google wallet.

Click the Install button, then select the device you want to install it on.
 
Wallet was later send by Google as a software update. check for update and install
Settings-->About Tablet-->Check updates.
or you can go to market and install it. no biggie.

as far as your credit. try factory resetting your tablet. it seems to have worked for many
 
Before trying to hard reset remove your Google account and re-add it again. I got my $25 this way.
