No seamless updates?

I know Android N has the seamless update feature, but that it's optional. Plus, if it's not activated from the manufacturer, it's not a feature that can be enabled later on.

After receiving 2 Verizon updates, looks like at least their version doesn't have this. Both times I had to wait out the update process, one I almost thought was frozen and about to brick the phone.

The v20 has Nougat, but is not partioned fir seamless updates if I'm not mistaken. This is a feature of Nougat, but not a requirement.
