My wife's Galaxy S21 Ultra is not displaying video during video calling. The audio works fine. The option to change from audio to video call is grayed out. A message stating the other call participant is unable to receive video calls at this time is displayed on both devices. The other participants are able to video call to each other, but not to or from my wife's phone. They are both also on Galaxy devices.

Welcome to Android Central! Just to be sure, make sure the calling app you're using has Camera permission turned on.

We are using the default phone icon on the phone desktop. When I go into the settings, I do not see anything about camera permission. However, there is a setting for Video Calling. It is switched off. Unfortunately, it is grayed out.

I noticed that Duo is the default “Make video calls using” setting. I’m assuming my wife’s video call participants do not use Duo. Would changing to Carrier video call help?

Yeah if they not on Google duo then won't get video, double check what they are using.

Just something to keep in mind is that video calling is still a heavily proprietary endeavor. There are open standards that are not platform restricted (i.e. RTMP) so video calls are just a matter of user-to-user no matter what device or service they're using, but it's still matter where a lot of services, such as Apple's FaceTime, that require both parties (sender and receiver) to be using the same app. So when your wife is attempting to make a video call, there's a matter of what app the recipient uses on their end -- FaceTime to FaceTime (not an option for Android anyway), WhatsApp to WhatsApp, Duo to Duo, etc. will work out pretty seamlessly but once you mix in all the other alternatives that gets more complicated. Also note that FaceTime is an Apple only requirement while apps for Duo, Skype, WhatsApp, etc. are available for both Android and Apple devices.

I know both recipients use Android devices, but I am pretty sure neither has Duo. Video calling worked fine with my wife’s Galaxy S9+. Sadly, not with the S21.

Duo works great, so it's an opportunity for you to persuade your friends and family to install it, if it's not already on their phones.

I ended up downloading Duo for myself, which works well since I am on iPhone. Just have to convince her contacts to use it. I just don’t understand why Galaxy to Galaxy is not working in the factory phone app unless Samsung is not supporting backwards compatibility.

Thank you for all the replies!

The factory phone app should be with google duo integrated?
