Noob Ques.: How can I change my notification and alert tone to a downloaded mp3?

If you have a phone with HTC Sense i know you can go to the music player select your song and then press menu->set as ringtone. It even lets you trim the song.

I dont know if the default music player has that option but a good free app is ringdroid to create ringtones and notification sounds from MP3's.

To set your notification or ringtone sound go to your home screen press menu and then settings.
Then press sound and display option
then Notification Sound or Phone Ringtone

The easiest way that I have found is to put the mp3 files in specific folders on your SD card.

Alarms go in: sdcard\media\audio\alarms
Notifications go in: sdcard\media\audio\notifications
Ringtones go in: sdcard\media\audio\ringtones

As soon as you put MP3, MID, or WAV files in those folders you can go and change a ringtone, notification sound, and alarm sound. They show up in the regular tone listing.
 
The default HTC Clock app doesn't have the option. You can try what zthralls said or illwood said.

Or I personally use "Digital Clock"... it lets you choose music from HTC's selection or your music...
There are probably other apps that are better imo... but just an example.
