Not connecting to WIFI to finalize setup

Just bought a new Nexus 10 with WIFI... turned it on and was asked to start the setup. Try to connect to the WIFI, it shows what is available and I connect to an unsecured WIFI connection.
It comes back with an error that "Cant establish a reliable connection to the server". I am currently in a hotel using their unsecured network. So its not connecting to the Internet.
Shall I simply wait until it eventually works or I am in my home network or what can I do ?

My android samsung and my laptop work without any issues....

most "free" wifis make you "agree to terms" when you open the browser for the first time. And if you dont do that it will not allow you to download or upload data even though its connected

Ryan, thanks for that.... I manged to get around this but now need to get into the Play store. I have now internet connection and email etc works fine..... but I am not yt able to connect to the play store despite having a google account.... But I will find that solution too
