Not getting the "fully charged" notification anymore

So when I charge my phone, it no longer warns me when the battery has been fully charged and ready to unplug. The led light remains red and it doesn't turn green at all. The phone will remain "charging" even though it's been at 100% for an hour. Anybody else has this issue or knows what can I do to fix it?

It stays like this for as long as I keep the phone plugged. And I have tried clearing the cache through the device management and also the partition.
 
First, you shouldn't be removing the charger "when the battery has been fully charged and ready to unplug", because it's not fully charged at that point - you should leave the charger plugged in for about 30 minutes after that to get a full charge. (Due to the way we have to measure State of Charge, "full charge" is usually about 98%.)

Second, I suspect that the battery is shot and you need a new one.
 
I believe I remember my phone will bring up a fully charge message once it's charged and then fade away but I haven't seen it in a while. It's doesn't get to that point the moment it hits 100%... it goes a few moments more than it pops up and fades away. I don't worry about it because I don't watch it like I'm waiting for water to boil.

If you want to check if phone is fully charged and you know it's been on 100% for a while... press the power button while it's still plugged into the charger. When you press the power button, it brings you to the log in screen and it will say "Fully Charged" on the bottom. At least it does for me and that's how I know it's fully charged.

Don, with my Note 8, on both my Samsung wireless pad or cable charger, the green lights remain on until I remove the phone. And, the green lights (phone and charging pad) usually come on about 1 or 2 minutes after the battery reaches 100%.
