Not receiving text messages on Samsung Galaxy s4 mini

I am not receiving text messages on my new Samsung Galaxy s4 mini.
Last time a solution from one of threads over here had worked out (something about force stopping Messaging App) and restarting the phone.
Can someone please direct me to the relevant thread or provide a working solution?

If you go to settings, application manager, and then scroll from left to right to get to the "all" tab.. Then find the message app and click on it... Then hit force stop. You can then reboot the phone and see if it helps out.
