Note 3 wifi and bluetooth won't turn on

Phone works properly, the wifi and bluetooth have a dim light but they're just not turning on

Welcome to Android Central! What do you mean by a dim light? Are the icons greyed out?

What I think he means is from the time you hit the Bluetooth or wifi key in the notification drawer to the time it turns on there is a period of slight colouring until it fully turns green as an active component. His are stuck in the "almost on" stage.
