Hi.
Im looking for an app which can allow me to change the shutterspeed from 1/10 to lower value if possible. I really want to try taking better pictures at night/long exposurw photography. Also.anyone know or tried any lens attachment for note 8 and filters? Thanks.

You need to put it in Pro (manual mode). Swipe right and select Pro. On the bottom you'll see the controls. The shutter speed range is from 10 sec to 1/25000 sec.
 
I've yet to see a lens attachment that was worth a darn. Most of them are made of low quality glass that kills your image quality. For example, I tried a 10x telephoto attachment once and compared that to my max 8x digital zoom. Honestly, there wasn't much of a difference and the default digital zoom may have edged it out.

If there are any quality attachments, they would cost more than I'd be willing to spend on them. Just too much of a risk it would be another paperweight. The only possible exception would be an ND filter lens like another user on here uses. It's basically a DSLR lens attachment with good glass, but has a clip on mount that it fits on as well for his phone. I don't have the link for it, though.
 
Im already doing that but need more. I tried apps. But none can modify exposure time. 10 sec is a bit short.looking for a way to prolong it.
 
Ok. I don't know if any camera apps that will go slower than 10 sec.

The app "Camera FV-5 Lite" claims to support long exposures. However, on the free version, the shutter priority mode does not allow shutter durations longer than 1/8 second.
