Note 8 dual sim- no service

I have a sm-n9500 note 8. I cannot register it on any network. It says no service. I can use wifi. I factory reset it, network reset it and have tried to change preferred network type to 4g and it remaond on gsm i cannot change it. Any help. It is dual sim
