Note 8 Settings-System Update option missing?

Bought the Note 8 (AT&T) from Best Buy. AT&T gave me the unlock code however when I go to settings and scroll down there is no system update option below about phone like there is on my note 9. I can't activate my phone under my new carrier due to this?

On my AT&T Note 8, "Software update" is on the settings page. It is located above both "Help" and "About phone".
