Is there a way to smart select an image and then paste it directly to a pdf file i am looking at in another app?

Not unless the app you're using is compatible with multi-window drag-and-drop AND it is able to edit PDFs (most apps just read them or can do signatures/field input if the file is enabled for that). Otherwise the Share button is the only option you have for that.
