Hello!
WP convert here...

1. How can I change the tones for every single app?
Some apps from system settings but not all.

2. How can i customize the quick actions?
For mail app for examples, I want to Mark as read or delete instead of archive or flag.

3. Is it possible to set the device to wakeup with every notification? How?

1. This is app dependent. Most will let you change the notification tone for that app, but this is done through that individual app's settings (not system settings).

2. Open Gmail > hamburger menu (top left) > Settings > General settings > Gmail default action

3. Aside from stock apps like Phone and Messaging, I think you need a third-party app to wake the screen for every notification. Something like this: https://play.google.com/store/apps/details?id=de.nullgrad.glimpse&hl=en

I use Outlook app, unfortunately doesn't support changing quick actions yet ️ thought it was system related...
 
Another Lumia user moved to Android (and back to Nokia). One thing that surprised me was, given how sophisticated and configurable the latest Android is that certain things I'd taken for granted as "baked in" on Windows Phone are not there on Android without a 3rd party App. A good example is the "Glimpse" functionality. Another is no automatic syncing of contact photos between Contacts and (e.g.) Facebook.
 
Facebook used to have automatic profile pic syncing with Android back in 4.xx and before. For some reason Facebook removed it.

You can use Lightflow to override the app notification sounds. Set the default notification sound to silent, then let Lightflow handle everything. You can also set it to handle the LED colors. It can also be used to make the device wake up with notifications. You can set it to wake up only with selected ones too.
 
You can set up Notifications both ways as long as your running Oreo. Either through the app or through the apps and notifications settings menu.

It also has notification channels built in. Which means you can choose what you things in an app you receive notifications for.
