Notification priority

I've never had to worry about this. All my media apps always stayed at the top of the notifications list for quick play controls (Spotify, YouTube Music, etc). All of a sudden PocketCast is way down the list. How do I set it's priority to be at the top always?

Click on MEDIA. Then SETTINGS and activate APP SHORTCUTS. Return to the previous level and choose your 6 most used media apps. Select them in descending order of priority(select PocketCast FIRST). Sadly this features isn't on my Note 9
