Notifications getting muted

I have a Samsung S8 and every time I put my volume on vibrate and put it back on sound my notifications get muted. The notifications volume doesn't go back to Sound. This is obviously some sort of bug, does anyone have a fix for this?

Try the old cache partition wipe trick...

As last resort reset preferences. Try in settings: sounds, also in apps.
Last resort is in reset all

Thanks again Gayle but I tried both of your solutions and they both don't work. Do yo have any other suggestions.? I'm at my wits end.
