Notifications not vibrating when charging

Notifications seem to vibrate fine when off the charger, but my email (Aqua mail) and text messages (Textra) don't vibrate when charging. I've tried the stock messaging app which vibrates twice when off the charger, but has a very small vibrate when on the charger. Phone calls come through just fine.

I've tried toggling various vibrate and notification settings and nothing has worked. I really want to avoid trying a factory reset. Any help is appreciated. Thanks.

I factory reset my phone. The issue is still there. Anybody having this issue or know how to solve it?

Edit: I figured it out. Light manager was causing the issue. It wouldn't vibrate when set to normal mode but vibrates in "alternating " mode
