Notifications not working for a specific app (android) - Nothing seems to work

My husband uses an app called "Honk" for his roadside assistance business (i.e. this is for work, so it's important we figure out a solution). Ever since he purchased a new Galaxy S7 a couple months ago the "new job alert" notifications do not pop up or make any noise. The tech support for the app have been of no help.

The app DOES work properly on my S7 (purchased a month after his) and also on my tablet. We have everything set with the same notification and sound settings.

We've tried uninstalling and reinstalling a million times, clearing the cache, restarting the phone, etc. Not sure if doing a factory reset is a good idea in this situation.

Any ideas are appreciated!

Is it just the sound that is missing from the notification?
Or, is the whole notification missing (nothing appears in the notification bar)?

The whole notification does not appear, no trace of it whatsoever. The app uses gps location to scout its users for local jobs, and when working properly it will show a notification in the drop-down bar and will give off a long string of "cash register" sounds.... and even though the location settings are enabled the app acts like it doesn't "see" the phone. Meanwhile, my own phone and tablet will be notified via the app with zero issues while in the same room as my husbands phone.
