Notifications shuffle?

I can swipe down and see my notifications -- emails, texts, calendar appts, missed calls, etc.
and suddenly they will shuffle. I don't know the rhyme/reason or pattern of how it does that.

It seems like a feature, since it seems to use animation to perform this. But I don't like it.
Sometimes I'll accidentally swipe the wrong item, because it suddenly shuffled.

Anyone know what this is, and how to turn it off?

If you goto settings/sound and notification/app notifications, you can set some apps to have Priority.

Are you suggesting this causes it? I don't have any apps set to have priority. Or are you saying that I should set priority to fix this?

Yeah, I've had this happen on my lock screen, annoying and no, I don't have anything set to priority...

I don't know if this is a Nexus 5X thing or a Marshmallow thing, since both were new to me at the same time.
