I read that the Galaxy Nexus includes a notification LED. I can't find where to enable it. Also, I'm wondering if a 3rd party app would be desirable.

Also, my phone has a horizontal bar with 5 controls on it such as brightness, bluetooth, WiFi, etc. What is this called and where is it described?

The Galaxy Nexus has a multi-colored LED. Notifications are typically controlled by individual apps. Some apps have more customization options for notifications than others. However, if you want full control over notifications (including choosing the colors for individual apps), I'd recommend an app called Light Flow - LED Control by Rage Consulting. There is a free version (with limited capabilities) and a paid version ($2.49), which lets you control the LED, sounds, almost everything for over 250 apps.

The horizontal widget you are talking about is the Power Control widget. It's a standard widget in Android. I haven't seen any documentation on it, but it's pretty straight-forward to use. If you want more customization and power, you can get Widgetsoid. It has many more options and is what I use instead of the Power Control widget.

There's no native control of the LED, it kinda just works with some apps that enable it by default. It's a pretty poor implementation, but luckily there are good apps out there to fix that.

If you want good control over the LED, I recommend Light Flow. It works great.

You're looking for the "Power Control Widget". It's a stock widget that's in the app drawer in the "widgets" tab, with all the other widgets.
 
I agree with what others have said about using 3rd party apps, but I don't think anyone answered your original question about where to enable the LED. It's under Settings - Device - Display - Pulse notification light.

Yeah, I guess we did overlook that. But mine was enabled by default, so I didn't think about it.
 
Thanks to everyone. I did install Light Flow and I've also found the control in Settings.
