Had an idea for an App

would something like and OBDII scanner app be possible? Just a guess, but i'm sure you could find an OBDII to miniUSB cable, then it's just a matter of the right software and taken to the next level, you could so stuff like basic programing in the ECU.
 
You know, while I think that a phone-car control combo is an awesome idea (Chevy Volt anyone?), an OBD scanner is really not the best app material. Honestly, how many people would use it, even if the connection (hardware or otherwise) for your phone would be available? We have specialized equipment for it in the repair shops, not much need for it anywhere else.

Okay, maybe as a hobby project for engineering students...
 
There's an app for that! Sorry.

Seriously, check out Torque. It works with a OBD2 bluetooth dongles as well as cabled OBD2 of some sort. Developer is very responsive.

While I don't use it around town I find it's useful for monitoring things while towing my trailer.

Just a satisfied user.

as for the hardware, every OBD software i've seen connects to a laptop with a USB cable, so that's not a big deal, just adapting it to miniUSB to plug into the phone, but if there is a bluetooth device, then it's even easier

I'll look into this more tonight and see what all it can do.
