Offline SDK and ADT installing - Android Developers
Eclipse, JDK, Android SDK, ADT (Android Development Tools) and Android SDK platforms are required to obtain a ready-to-code enviroment. Following are the steps required to perform an offline install:

Step 1 ? Downloading and Installing Eclipse
1. Downloading and Installing the JRE for Eclipse
jdk-1_5_0_22-windows-i586-p.exe
2. Download the ?Eclipse Java Developers? version from the following URL:

Extract the contents to whichever folder you prefer. (?C:\eclipse\? in my case)
Install JDK if you don?t have in installed previously, or you?ll be prompted with an error when running Eclipse.
Step 2 ? Downloading Android SDK
Fetch it from

Extract the contents to the folder you prefer (?C:\eclipse\android-sdk-windows\? in my case)
Step 3 ? Downloading the required files
Here comes the tricky part, you?ll have to download all the required files for the version of Android you choose.

I?m downloading Android 2.1, it requires ?Google APIs by Google Inc., Android API 7, revision 1″.
Once downloaded, create a folder named ?temp? in the folder you extracted the SDK (such that temp is accessible from ?C:\eclipse\android-sdk-windows\temp\?). Launch SDK Manager.exe and select only those packages that you?ve downloaded and install them. It will work flawlessly!
You can create a Virtual Device from the SDK Manager at this point.
Step 4 ? Setting up ADT Plugin for Eclipse
Fetch the ADT 10.0.1 Plugin from

The direct link will be under the ?Troubleshooting ADT Installation? heading.
When downloaded, fire up Eclipse and navigate to ? Help > Install New Software
Click the ?Add? button beside the drop-down menu and press ?Archive? and select the ADT-<version>.zip file you just downloaded. Click OK.
The field will then get populated with ?Developer Tools? tree, only select ?Android Development Tools? from the tree and proceed.
After the installation completes, it?ll prompt you for a restart, when Eclipse re-launches, you will need to configure the Android SDK path. This can be done by navigating to ? Window > Preferences > Android
Browse and select the location of the SDK (?C:\eclipse\android-sdk-windows? in my case)
You?ll see that you can now create a new ?Android Project?
