I downloaded cm-9.0.0.0-rc2-cr from what I'm reading it is ICS, if I have ICS stock already why would I want to flash?

CM9 is ICS. You want CM10. CM10 is not provided officially from CyanogenMod. Instead, you have to get it from XDA developers. And a lot of stuff is buggy in CM10.

As for why you might want CM9, it offers a lot of improvements over stock ICS including the option for overclocking, battery improvements, customization, etc.

If I were to get caught up in the nightly updates and my computer is setup to flash would I simply put romantic on phone and fastboot flash rom ?
