OneDrive and Google Photos Not Showing Pictures Offline After Transfer

I bought a Note 20 to replace my Note 9, and I used Samsung's Switch Service, then I tried using the back up and restore feature.

I have all my photos from Note 9 on my Note 20, they appear in the file manager. But when I open the photos apps, I can't see my photos offline. How can I get them to show offline? Do I need to rebuild the database?

I think the photos show up but will be in the cloud until you download them. I am pretty sure that is what happened to my photos when I did a smart switch cloud restore.
