[OneTouch Inspire 2] I can't access my settings in any ways is there a fix??

I'm using Alcatel One touch Inspire 2 5020A after sending my phone through a mobile service the bootloop was fixed by there was something that wasn't fixed which was the settings i can't access my settings menu because it keep saying "no applications can perform this action.--- Process %1$a is not responding." please is there a fix to it cause i hate it when sending my phone to mobile service again... :(
 
Welcome to Android Central! That sounds like it could be a firmware issue. Try booting into Safe Mode, which temporarily disables all 3rd party apps. On most Android devices, while powered on, press and hold Power until the Power Off menu appears. Press and hold the Power Off selection until the Safe Mode prompt appears. Tap OK.

If the problem disappears in Safe Mode, then something you installed is causing the problem. You may have to uninstall apps one by one until the problem disappears. If the problem persists in Safe Mode, then it's more likely to be a hardware or firmware problem.
 
didn't work i guess it has a problem with firmware is there a fix for it??, actually i could fix my phone but the problem is without the settings i couldn't access the developers option to activate usb debugging so if possible is there a fix for it??:'(
 
Good question--I'm not sure. For that kind of thing, you might have more luck in the forums at xda-developers.com.
