only emergency calls with full signal bar

hi,
i have sg4 for while now currently on 3 network(ireland).
I was able to use it normally but now its showing the full signal bar,but When I pull the notification bar down I see a Emergency calls only though I have full signal,so i cant make outgoing calls,cant receive msg/calls.

I've tried rebooting the phone.
Restoring to factory settings.
Re-inserting Sim.
but everything still the same,put on different phone sim-is working perfect, put different sim in sg4 still not working.
then restart phone few times and was working,than after while again not working.

Something may be wrong with the device? Generally, that behavior means that either (1) your device isn't reading the SIM card or (2) you haven't paid your bill and the account is frozen.
